Bought a defective item, buyer won't issue refund.
I bought a Canon BG-E8 Battery Grip from a person named Xiang Zhang off Kijiji. The grip powers up fine, however the dial is not functioning properly.

In the video, the dial is not working neither on the body nor battery grip. The shutter button is fine, as the zoom, preview etc. However when I take the grip off everything is working fine.
I called the seller, and he said that it's not his fault and there's nothing he can do. I know I should've checked, but he says he was in a rush and every item I've bought until this point were working perfectly fine so I felt rest assured. He also has a website up with his cell phone number (which he called me with) and postal code. What are my actions from this point forward? I can easily have a friend of mine arrange a meet up with him and meet him asking for my money back.
