That happens all the time at night.

For example, Bathurst is a major north south street. Lets say a car comes up to Bathurst from a minor east west road and wants to turn right onto Bathurst, but it has to pause as it has a red and there is currently oncoming traffic. The intersection will detect the car and the countdown will start as the system believes that a car is waiting to cross Bathurst. Then traffic clears and the car is allowed to turn right onto Bathurst. As the system counts down it checks again and finds that the car is gone and there are no cars waiting, so the system resets and allows traffic to continue along Bathurst instead of making cars stop for no reason.

At most intersections, there is a magnetic like system that detects the metal in the cars.
