Let's not forget Haiti, French Guyana, Martinique, Mozambique, Madagascar, Niger, Rwanda, Togo, Burkina Faso... the list of countries inhabited by millions of brown-skinned French-speakers goes on.

Actually, Mauritius has a larger Asian population (mostly South Asian - Indian and some Hakka Chinese) rather than of African (also known as creoles) origin. Creoles are at about 30% I think. But yes, they speak both English and French fluently.
It is actually quite amusing to see an Indian person there speaking perfect Parisian French.

And if you go to Paris you can see people from 200+ different countries around the world speaking perfect Parisian French, including people from all African countries, India, China, etc...
Same is true if you go to Moscow, you will see people from many African countries, China, India, speaking perfect Muscovite Russian.
I can understand being surprised to see people in Africa or Asia speaking some Inuit or Saami language perfectly. But French is one of the major languages of the world, and it's spoken by a huge amount of people all over the globe, all different colours.
