Up to the dealership .. most, if not all dealerships will have a maximum they would allow the purchasers to put towards credit card, generally in the $2K - $3K range because they would lose about 2-3% on the credit card transaction fees.

buying a car
is there any rules that says dealerships can't take visa for purchasing a car?

You cannot force them. There is no legal entitlement to allow cc use.They may have a policy in place limiting cc use to $1,000 for example. If there is enough profit in the deal they may extend it to get the deal done. Don't forget you are asking them to absorb an extra $120 in cost. good luck
