Folks I have purchased a second hand car, it's been a while since i did that so I don't remember all the procedures but basically the seller asks me if I could just come over to his place and pick up all the paperworks and go to the MTO by myself
He would give me the following:
--The bill of sale
--The emissions test results (last done last year)
--The ownership with his signature at the back
-- Obviously, the car and all the service records
I would then drive this car to the MTO and pay the taxes and transfer the licence plate and I am good to go ?
Does the seller need to go to the MTO or not necessary ? If i remember correctly, the seller needs to buy a used vehicle package worth $20, this is not a very big amount so i can either pay it or tell him to give me $20.
Anything else i need to know about the process ?

If there is a lien (like an existing loan) on the car, he does have to sign on the UVIP (Used Vehicle Information Package) ...

you pay the tax on the book value of the car and you need the certification slip in order to change the ownership (which he should of signed the back of)
he does not physically have to be with you at all as long as you have the used vehicle package and all the necessary forms

Seller does not have to go to the licensing office with you. And yes you will need a UVIP package. Seller should not have to sign the bill of sale on the UVIP since he is providing you with a bill of sale.
A few more things:
- His license plates cannot be transferred into your name. You will need to get your own set of plates.
- You should not be driving the car to the MTO until you get your own plates for it. Although you can drive it if the seller decides to leave his plates on the car, keep in mind the plates are his and are non-transferrable. He might want to return them for credit on the remaining validation or use them on another vehicle.
- Make sure you have filled out the entire back side of the ownership, including insurance company and policy number. Insurance is required to get your car plated.
Finally, I've just noticed that you did not mention that you have a valid Safety Standards Certificate. This is required to transfer the vehicle into your name with the FIT status, which is required for the vehicle to be plated.

Yes I would have to get a safety certificate because he's selling it as is, shouldn't be a problem because my mechanic already looks at the car
Do you guys know what is the book value for a 1993 Camry LE V6 (fully loaded) with 148,000 kms ? I checked out the Kelley Blue Book on the Internet and it says $4,400 for resale value but i am not sure if that's Canadian or US and if the MTO uses that book_______________
