CA Student Experience Certification Report signoff - leaving CATO
If a CA student decides to quit his current CATO, can the CATO refuse to sign the CA student experience certification report, provided that the CA student hasn't done anything wrong / unprofessional?
Or is there some ICAO regulation that mandates a CATO to signoff on the experience report, upon the CA student's request, for all chargeable hours and # of months worked, as long as the CA student hasn't violated any rules?

Why is this even a question?
Of course they have to sign it. If there is a dispute over them not signing or over the number of hours, call ICAO.

I like the tone of your answer. But is there an ICAO regulation that forces CATOs to sign the hours? I know I can call ICAO if there is ever a dispute, but I'd like to avoid that if possible.

2.4.6 Reporting Requirements
As a condition of maintaining good standing with its Provincial Institute/Ordre, all CA Training Offices commit to providing their Provincial Institute/Ordre/Region with all required information on their CA Training Program and on their CA Stu- dents (Section 5). Further, all CA Training Offices must ensure that their Provincial Institute/Ordre has access to any records/information deemed necessary to ensure its continued recognition as a CA Training Office.
