Is the 4.2.1 unlock only for OSX users still?

You can do it yourself.
Very easy.

First you need to find your firmware version.
Then google jailbreak iphone <your firmware>

Another question is, there are alot of sites where you provide your phones information and after you pay they give you a unlock code, how is that way of unlocking different from using software to unlock?

Thanks

None of those sites can provide unlocks for iPhones. You either use an exploit unlock that crashes the baseband or your get it registered with Apple as an unlocked. iPhone can't be unlocked with codes.

Rogers/Fido is now offering to unlock their iPhones (off contract, completed contract) for $50 and it formally registers your phone with Apple as unlocked. Maybe Bell will offer the same some day.
2015 wins: Trip for 2 to NYC with airfare, limo, hotel and insurance ($3700); Maple Leafs tickets($250); 32GB HTC One M9 ($700), Samsung Galaxy Tab 10.1($200), Samsung Galaxy Note 5($850), Aukey 2 port fast car charger($23), Fitbit Flex ($120), Blue Piston Bluetooth Speaker ($30). 2016 wins: nada

But it will be truly unlocked on Apple's servers, no jb needed. And you won't lose your unlock if you crash and need to restore.
$75 is a ripoff though for 5s of work.

Nope. Doubt it. The customer rep stated they can do it once it is off contract but not right now when I inquired in December. Which makes one think if the phone is already off contract why charge $50 for it? I find no justification for this by Robbers.

Policy says no. The 2 subsidized iPhone 4's I have had unlocked says yes.

OP,

$75 is steep but it is the safest unlock for your 3gs. The unlock for firmware 4.1 and up is possible but it will cause you to lose GPS and some has reported some wifi issues. Go read the iPhone Dev Team website for more info.

Also, do yourself a favor and run tinyumbrella for your phone : thefirmwareumbrella.blogspot.com

Is the phone still under contract? If they are allowing that, $75 is steep, but there will be tons of people asking for it. I wonder why they haven't made that public. Seems like it would be a huge cash generator for them. "Come pay $75 to fix the phones we had intentionally crippled."
