You can shop online if you are not a member, but are subject to an additional non-member fee (I think 5%).

Yes you have to have a membership card to shop in the store unless you have a loaded gift card which anyone can use (members are the only ones who can load cards I believe). Anyone can shop on the site but non members pay extra.
