Cannot send email attachments when using online web mail services

For some reason I can't send any email attachments when using hotmail or any other mail service that is online. I tried to send it using IE but hotmail says there server is busy, which I know isn't true because I can send it when using my notebook. It won't even load for some reason when using firefox when I click to attach the file.

Got any security software on the desktop that might be blocking ports or their uploading scripts?

Nope. The only thing I got is a router but I haven't touched it in over a year now.
