1 month old car, got dinged on the rear passenger door by some inconsiderate bastard. It is a small ding but I see the silver metal underneath the paint. Should I be worried about rust? I've purchased the car so long term care is in my interest.
What should I do?

Yes rust can happen if you are down to the metal...I dont know how to fix it yourself, but if the scratch is deep enough its just bare metal and can rust.

What about the ones that look like a water rust, where it runs down the bumper and it looks weird but I see no dent or hole, how does that happen?

those happen when the paint gets stained from a rusting part. the rusted water just oozes over the painted surface and obviously the owner neglected to wash it so the paint gets rust stained.
if the dinged door bothers you, get it done. if you can live with it then leave it alone.
