does the drive spin up?

CD Drive in bios, no cd in Windows
This is really pi$$ing me off. New cd drive (GSA-4163B) on P4B533 mobo, with 300W PS and new ide cable, is recognized in bios, and drive shows in Windows, but when you put a disc in, it doesn't show up.
Tried in conjunction with Liton dvd-rom, as slave, master, cs, no difference.

Maybe the drive is buggy. Can you exchange for another one since you said yours is new?

drive powers up, no emulation software - dvdidle, nero 6.6.0.18, clonecd, dvdshrink, clonedvd, no Alcohol, or Daemon Tools

Is dos able to access drive... use a disk at bootdisk.com
if not then either and IDE problem or IDE cable problem... I doubt both your optical devices are dead.

The Lite-on is working?
Everything look okay in Device Manager?
Does the disc spin when you put it in and double click on the drive?_______________

if it spins up, detected by bios and windows, blah blah blah...
sounds like the laser is mis-aligned or dead_______________
