Anything can be done, but you need access to a few things.
Since there is a router involved. The IP of the remote machine is not visible from the internet.
So you need access to the router and foward a port to their IP.
Then you need Administrator access to their machine.
After that, life is easy.
PS. I am not giving you exact details because, I am not sure what your motive is.

Changing someone's background remotely??
Is it possible?
hack into someone's comp and change the background.
The target PC is a XP Home. Just a regular network, a router....hmmm no server...
