Cheap Digital TV HD package?

I'm trying to get the cheapest package for TV. A few years ago it seems to was possible to get a decent selection for 25-30$ a month, now all I want to get is RDS-HD in Quebec and the cheapest package seems to be over 40$

Any way to get a great Bell Expressvu, FibeTV, or videotron retention deal? I'm talking deep discounts here. I don't want to pay a dime over 30$ for what is essentially me watching 1 or 2 channels.
