Can't remember the place but there are a few of them. CD duplication businesses. They buy them by the thousands and they are cheap.

For CDs, I waited till Office Depot had a two-for-one deal on their 10-12 packs.
Never bought anything from them but there is Effectuality.ca.

They're not a "Store" really, more of an office or office/warehouse. They've got locations in Surrey, Burnaby, Edmonton, Calgary and Toronto.
How to get to the Burnaby Location:
By car you take the #1 and get off at the sprott exit, and turn on to Norland. It's on your right.
By bus, take the millenium line to Holdem skytrain station, and then the #129 until it reaches Norland and Douglas Road. Walk down Norland for ~10min and it's on your left.
Alternatively, you can take the #129 from Edmunds skytrain station, and get off at the same point (Norland & Douglas Road, but it's the SECOND time Norland and Douglas Road intersect, right after a tiny bridge).
As you can tell, I've been there before
