One of two things could have happened: the meat department manager ordered way too much product, and (s)he'd like to get something for their perishable overstock, OR the supplier has excess and offered to sell the quantity at a large discount possibly with a stipulation that the store also supply them to the public at a large price decrease. The 1st possibility is more likely than the 2nd possibility; but I'm not saying that the 1st possibility is what happened in this situation.
