I like the Compaq Presario because of the AMD processor. I have good experance with AMD's over Intel. My sisters Celeron 1.6ghz seemed slow.
Also the presario has a Graphics ATI Radeon Xpress 200M. I do not see a listing for the other one.

Choosing between 2 laptops
Both are $699. I'd prefer a Toshiba, but these comes with at least some Office software ... which one would you choose? The Sempron has 2GHz but I don't like FS much.

I wouldn't choose a lappy based on the office software it does/doesn't come with. You can 'find' that very easy.
I would lean towards the first because of the 14" screen. My GF just bought a 15" Acer with similar specs except faster processor for the same price (the one BB has at $799 right now). Our only regret is 15" is a tad on the big side. Not as portable as you'd like a laptop to be.

You should check out the Lenovo's Pre-Boxing sale. Has some decent priced laptops, and several come with 3 year warrenties.

A celeron or a sempron for $699 ????
I am sorry, I wouldn't choose either one of them.
