visible inclusions? I-1 is pretty low grade.... but 1.38 is HUGE.
it's the whole size vs quality debate.
personally i prefer quality.

A diamond of those specs (without knowing the table or depth stats) would cost you about $2800 USD. Bringing that into Canada would probably bump it up another 35% (taxes, duties). Add in your exchange rate... and you are probably talking about $4000 Cdn. Add the markup that a jewelry store normally has, and $7000 is probably a fair price.
Always take the appraisal price with a grain of salt (especially if it is not a well respected organization). There is a Canadian entity that is "generous".
I purchased a diamond in the US, with an accredited appraiser, and then got it appraised in Canada by a person that freelances to the individual jewelry stores. She wanted to do the appraisal without being tainted by the certificate I already had. She was bang on. But, the appraisal of the diamond was for a value close to double what you would pay for it in Canada (which was about double what I paid for it in the US).
I guess you could say that a $8,000 diamond appraised for $16,000 is worth twice as much as a $4,000 diamond appraised for $8,000, but neither is really worth its appraisal.
