It sets the voltage to 110 or 220. Keep it at 110, and don't touch it if you haven't already.
Is the power switch on the PSU on?
You have the button connected properly?
Try this: On the 20-pin connector (while the PSU is off/unplugged), grab a paperclip and stick one end int he green wire and the other end into a ground (black). Turn the PSU on and it should fire up (The PSU, not the computer)._______________

By not powering on, you mean not even the fans spinning, correct?
You're sure you got the power switch on the PSU set to on, correct? I've done that a time or two. Also, the switch on the front panel is connected properly?_______________

As for the experiment, do the above. Just make sure the PSU is off when you do so, and that it's the green wire to any black wire._______________

Eh?
Do the above, but don't plug it into the mobo (obviously). Just turn the swithc on the PSU back on. It should fire up._______________

Outlet-cable-PSU.
PSU-20pin cable-motherboard.
Turn the switch on the back of the PSU on, plug it all in (make sure the case switch cable is plugged into the motherboard), and it should all work.
