Conspiracy REVEALED
Take a good look at this picture.
Do you not see a giant mutant space fly attacking Mt St Helens. Look closely. This is no joke. It's for real. My neighbour's friends grandmother is a entomoligist and she says it can only be a giant space fly attacking Mt St Helens.

Like the UFO pics, that one is far too fuzzy to be determined as concrete dust. I would make application to acquire a sample, but I am certain that the object in question that may or may not be carrying the concrete dust may already have been disposed of as scrap to China and/or Belgium.
I do not believe this to be standard protocol and is generally out of the ordinary for governing officials...thusly I believe there is a genuine conspiracy at hand.
