I had a new 10lb stubby filled at Costco. Yes there is a purging charge, I forgot how much is was, but you will only pay $5 for the fill since it 1/2 the weight. There is no purging charge if you purchase the tank from Costco.

On saturday sep 13, i got 3 propane tanks refilled. $10.99+tax for 20 pounder and $16.50+tax for 30 Pounder.
