After initial full changing, it brought my S4 up from 60% to full and had a little more juice left. Charging it up for a second draining tomorrow.

S4 battery is 2300 mAh so I'm somewhat disappointed, but lithium batteries usually get better after initial 3 charge and drain cycles.

Portable battery chargers are not 100% efficient so you shouldn't expect a 2200 mAh battery pack to charge a 2200 mAh cellphone battery fully. You lose energy as heat as well as other factors(is the phone on and the efficiency of the internal phone charger etc.)

The lithium batteries inside the charger and phone are 3.6v nominal. There's a lot of waste because the voltage has to be stepped up to 5 volts for the USB port and then back down. You can't expect it to fill a 2300mAh cell phone battery.

Buy this instead. I've been using it for a year now with 4 eneloop AA batteries that together output 5V and give 1500 charges each (bought from Dell on sale). It's slim small and you even get 24 AA Alkalines with it. These lithium battery packs with sealed batteries are garbage once the few hundred charges are exhausted.

I recently bought a 3 pack of these from Victoria Costco. I fully charged and discharged each of the units three times then did a full mAh test. Not one reached the claimed 2200 mAh (the instruction booklet claims 2600 mAh). All of them tested less than 1485 mAh. If this is not critical then no big deal, but I thought a big company like Duracell would be more accurate in their product claims.
