It is not a big deal, I have had family members transfer cars within immediate families saying it was $1. It is no problem if it is immediate family, blood cousins or something. If someone in you family paid taxes once already you shouldn't have to pay again if its truly a gift. But if you actually made money from it then yes you have to pay the tax, again its all subject to an investigation.
Don't worry just go for the $1 dollar option, nothing will happen, MTO will give you the black book bs but they can't charge it without investigation. They will have to go with the $1 until a investigation is completed. Also if your truthful then theres nothing to worry about, since you didn't pay any money to your cousin.
Also the vehicle has to pass safety and emissions before it can be transferable.
Initially, my cousin wrote $1 on the UVIP. When I called my insurance they asked me how much the car cost so I said $300. So I went to MTO with my policy number and the lady said that the tax is going to be 8 cents then she mentions about the investigation. So I told her that $300 is what I told the insurance company so she said that she'll match it and put it in the system so I paid $24 in taxes and the plate with a temporary sticker was extra so all in all $55. She never mentioned about the Canadian Redbook value.
The car was safety inspected on July 31/09, had I acted sooner then I could've gotten away with not having to do another safety inspection for the car as the certificate is only good for 36days (which is ridiculous!)

She never mentioned it - maybe because it is right there on the UVIP - and it says zero.
