I will be using my Capital One credit card for the Car rental insurance and will be adding a second driver. I was told the CC will not cover the second driver, so he should buy his own insurance? Or he can use this credit card but he isn't charging the rental to his card so I don't think his CC will cover him?
Or he should use his personal car insurance? Any advice?

Personal car insurance frequently requires a package to cover rental cars, eg in Meloche Monnex they call it the gran touring package. His CC won't cover him since its not charged to his card. You can also just purchase it from the rental car company, prices will probably be similar if it is a one time deal, if you rent alot, a personal insurance package is probably cheaper.

I think the first thing is, have you talked to Capital One and read through their agreement? I know myself with my Visa it covers all drivers provided they were disclosed to the rental company at time of rental. I would highly recommend talking to them as every CC is different.
The big question in regards to personal car insurance: Is he willing to make a claim against his insurance and cause his own rates to rise? If no then you should make sure you get the rental company insurance. Rental companies bill YOU and leave you to deal with it all so you'll be paying out the claim first then going after your friend for the rest of the money. If he's not cooperative you would have to sue him and he can then choose whether to escalate to his car insurance or not (assuming they'll cover it).
I think the bottom line is that you have to make sure both drivers are covered (such as through your CC) and not rely on someone elses insurance to cover them because you are still on the hook. If that means the other individual isn't a named driver or you purchase the additional insurance then that's a better solution then hoping he plays nicely if he damages the car.

Lesson learned, don't trust CSR. I googled Capital One Rental Insurance Policy and it does cover anyone that I have given premission to drive the car. As long as they have a valid driver license.

You might want to look into additional insurance before traveling. Most credit card companies only cover damages to the car, not any liability should you be sued.

Yes, those credit cards rental car packages usually are like a Collision Damage Waiver, NOT Liability. However, in most jurisdictions (except California) liability insurance (in the amount required by law) is usually included in the rent. They try to upsell you with the CDW, not the LI (again, differnt in California).

wow I didn't even know Calif. was the exception. I declined CDW and charged on my CC and knew, I also pay additional every year on my auto insurance for car rental coverage.
I think this is a good point to keep in mind, CDW you can decline and CC will cover BUT make sure you either purchase 3rd party liability or have your auto policy take care of it (should you need it). Interesting to know that some car rental agencies like mentioned above do include in the daily rate (except California )
