Cute Chic Cheap Paris Hotel
I know this is probably impossible, but I would love to find a hotel in paris under $115 dollars, but that still has some Parisian charm.
Maybe it looks out onto the rooftops, has a spiral staircase, a tiny balcony...anything just a little bit unique.
I know that it's a lot to ask for on such a low budget, but I thought I'd put it out there! It doesn't have to be in the heart of Paris.

Quite a few really nice small places in Paris if you're not opposed to shared bathrooms, which isn't all that unusual in European hotels. And when looking at hotels don't get too swayed by star ratings - they are t directly tied to quality, but rather certain criteria.
"The meaning of stars in France
French hotel rating system does not measure quality. Instead, it uses 22 measurement criteria to assess the presence or absence of certain features in the hotel.
Among the main criteria used:
Room sizes and numbers
Room soundproofing
Heating and air-conditioning
Design of bathroom facilities
Phone system
Electrical equipment
Elevators
Each requirement varies from one star category to another."

Airbnb lets you rent out apartments in Paris or pretty much anywhere in the world.
Might be worth checking out since you could get a better location for about the same vs. a hotel.

Why not do a little research? IceBlueShoes has already recommended airbnb which is a great site full of feedback. All you have to do is type in the word "Paris" and you'll get a bunch of matches.

Zut alors! No one worth a plugged franc is going to give out the name of their secret Paris sanctuary for less than 50 euros.

Many years ago (2005 or 2006?) I stayed at a hostel/boutique hotel near the Gare de L'Est. It was a convenient location and in the heart of the Parisian middle-class. Maryse cooked us dinner one night so that can be included. It is not really a hostel per se as they are rooms in her house. It is your typical Paris house. I haven't had the need to go back as I stay with expat friends but should I need something simple, authentic French I certainly would consider it.
"BTW, if you come to Paris, I would highly recommend staying at the hostel I stayed at -- the owner and proprietor, Madame Maryse Colombo, is extremely nice. She can fuss and complain, and maybe talk a little too much, but she has a heart of gold -- if you have some trouble or need, she'll go out of her way to help you. She gave me two great maps of Paris that I still use now, helped me find an apartment, suggested where I could go to buy various items, told me which bus lines to take to get to various locations, and was generally just a great friend and resource. She used to teach German, is fluent in English, French, and German (and maybe other languages I'm not aware of), and keeps a very comfortable (if messy) place. All for 16 euros/day.

I have also stayed at a Campanille hotel as well as an Ibis hotel and they were nothing to write home about, your typical Best Western style hotels. If it is your first trip to Paris and/or you are looking for a cultural aspect then I wouldn't highly recommend them.

As another mentioned, you are best off renting someones apartment if your budget is $100ish a night. The Meridien Etoile has been on for $130 or so over the past few years, I stayed there back in 2007 or 2008 when Air Canada had the flight pass promo with the $199 international flight.
Reasonably nice 3 star hotels start in the $175 to $225 a night range and go up from there.
