I don't see why it wouldn't be allowed. It's like a laptop lock and I've brought those on board all the time.

Is This Device Allowed In Hand Luggage? (RetractaSafe 200)

I checked CATSA and there's nothing that really applies except maybe "restraining devices". Is something like this allowed in hand luggage or will they take it from me?_______________

I've had a laptop cable rejected at security. But that was quite a number of years ago (probably closer to 9-11)

If you don't want to lose it, don't take it. This item is one that is risky and I think I would rather check it than have it taken away from me.
Your laptop is going to be in your possession whenever you're on the plane anyway, so you should be ok.
Think about it! a 1m steel cable! They might think you're going to get your strangle on.

If they attempt to confisticated, ask them to show you the list of banned items.

but I think it's basically up to the judgment of the screening officer. . From the CATSA page linked in the OP (emphasis added is mine):
OTHER ITEMS THAT ARE NOT PERMITTED
The chart below provides a detailed list of permitted items and items that are not permitted.
Permitted and non permitted items are regulated by Transport Canada. The chart is not intended to be all-inclusive and is updated as necessary.
To ensure everyone's security, Screening Officers may determine that any item is not permitted at security screening, whether it is on the chart or not.
It is the Screening Officer's responsibility to assess the risk of an item and act accordingly.
NOTE: The chart applies to flights originating within Canada. You should check with your carrier or travel agent for restrictions for flights originating outside of Canada.

My snowboard lock is exactly like that, and I've put it in my hand carry once last year with no issues. I always get stopped for me mini eye glass screw driver though. I say just check it in for the trip.

The worst that could happen is that you have to put it in checked luggage (assuming that you're there early enough)

Grrr...
I had no problems with this RetractaSafe device, but the screeners in Puerto Plata confiscated my compact UMBRELLA claiming that it could be taken apart to make pointy/sharp offensive objects.
Funny, they had no problem with it in Toronto.
