Dine Safe Public Health
I understand there is a dine safe system by the city of Toronto which allows you to check if a restaurant or supermarket has a pass/conditional/fail certificate currently and over the past couple of months.

Is there an equivalent system for restaurants outside of Toronto in the GTA. I know the GTA uses the green/yellow/red cause you still see those signs outside the store but the website only displays records for Toronto. Thanks!

No the entire GTA does not use the red/green/yellow system.
It all boils down to politics and what the politicians in each health department want.
Peel Health Department uses that system. York Region does not...yet. Though, with all the municipalities its serves, I'd be surprised if York Region decides to use that system soon. They'd have to have all the politicians from each municipality in favour. And also, York Region is not yet equipped for a web based system like Toronto's...$$$$.
Anyhow, via each health department's disclosure system you could get information on any premise that you wanted if you make a request. In other words, inspection reports are public information.
