I would prefer one that doesn't charge a looking fee to assess the problem first.

How much is an hour of your time worth?
Repair men will charge you to look at it because they spent money to get there. Especially if you don’t like his quote and decide to go with someone else.
If you give him the job, I’m sure they will waive the consult fee.

If they exist, they will eventually start charging. It is unreasonable to expect them to pay expenses to asses the problem with your dishwasher without getting the job to repair it.

Yes. The fee is waived if you choose to go ahead with the repair.
Nearly 100% of reputable repairmen will charge a fee to assess (if you choose not to go ahead with the repairs). Like others said, time and money. Also, why would a repairman tell you what the problem is for free, then you can Google how to fix it yourself? OP is misguided in her claims that some repairmen assess for free. Some people might advertise as "free" , but only because it's free if you go ahead with the repair.
