I use 3web out west.... their customer service was previously pretty terrible, not in the bell/telus/rogers "we hate our customers" sense, just took forever and 3 tries to get anything done. Since they have been bought out this has improved significantly. Now they answer the phone, respond to emails, and get stuff done at the first or second request, not the third.
In the west at least, they definitely have no caps on their cable service... i used to use a significant amount of bw (like say 400gb down, 200gb up), and never had a complaint.

oh man 3web is so old school, i remember my very first internet was 3web where they offered free internet service as long as you had a banner on the top of the screen, use to play warcraft 2 and had to glitch the game out so the banner wouldn't pop up during matches =P

Here is a good read, it spans May - October (before, during and after 3Web was doing their cable upgrade .. right before the takeover):
DSLReports: Looks like 3web/CIA is getting better!

How does it work if you already have Rogers? Do you call Rogers and cancel your existing service (assuming no contract obligations) and try and co-ordinate 3Web connecting the best you can?

Basically yes, though I did it the other way around (just to feel secured that at no point I wont be covered by a provider).
I called 3web, got the signup done, gave my CC info and SN/MAC of my modem. Once I was in the system, with my order showing as pending, I called Rogers to cancel and get the last day of service date. Then called 3 web back and gave them that date.
This all happened on a Sunday between 10 AM and 5 PM. The waiting time on the phone was insignificant (but again I was calling sales and not billing/Tech).

I am just wondering what they do for installation, why can't I use a splitter to split the digital tv signal and connect to that? Rogers wouldn't let me get internet because cable wasn't under my name, will this be a problem with 3web if cable is not under my name?

I live near Heartland.. Been with them for over 2 years. Only bad experience was getting Rogers to set it up. I switched from Rogers so they snipped my cable after a month on 3web. 3web also screwed up my billing (I bought out the modem after 2 months but they continued to charge me the $5 rental) but everything was fixed after 2 months. Smooth sailing since. Never had to call them and I think they were down just once but I hear it was cuz Rogers was doing some work.
The only thing I notice that's slower is video streaming (eg Youtube) but I'd just let it buffer before playing. I think Rogers is throttling.
EDIT: I did watch the entire "Rally to Restore Sanity and/or Fear" on Comedy Network and it was fine. So maybe Rogers selectively throttles by website.

Hm, good idea aasoror, maybe I'll give them a call tomorrow and ask. So you told 3Web not to activate it until Nov 30th?

What do you mean they snipped your cable? Is the transition supposed to be seamless with no hardware or wiring required if you are an existing Roger's customer?
