Do customers usually pay for the customs/duties on products they've bought online?

I've found shipping with my regular postal service (Canada Post) people have informed me that there are no random fees or extra charges. Internationally (IE Europe not NA) customers have told me that they have to pay an extra $30.00 at least when it arrives by UPS where if I send it by Canada Post they pay nothing. Both methods are claimed and customs forms written the same way. It just seems the service. In North America I usually ship UPS air methods to avoid brokerage fees. Only time they are charged is if the package is actually stopped in customs.
