No of course not. Rogers' model is to provide free service, because calling the number on the phone card is not really making a call at all!
Rogers has a list of all phone card company's local & International access numbers, and will automatically not count that phone call as a phone call.

you mean rogers "motto"? so its safe to use the cellphone as much as you want if youre on a phonecard right?

I think model works too, but motto makes more sense.
No, I was just being sarcastic bro. She'll get charged for the calls. Also they will be roaming charges, because using your cell phone to dial the local access numbers of the phone cards counts as airtime.

For further emphasis, even if you use a 1-800 number, it will count as airtime. Airtime refers to the time your phone spends accessing the network. The only call that won't be charged air-time is tech-support calls. Even checking your voicemail counts as airtime

I'd like to emphasize this. Your GF will get slammed by the roaming charges. She should be VERY wary of using her cell phone while outside of her home calling area, especially across the border.
In general, airtime is airtime. If you use your cell phone to call almost anything, you'll be chewing up minutes. This usually INCLUDES calling your voicemail too! The only exceptions that I'm usually aware of is if you call their billing department through a special number. *711 or something like that. This varies on provider I believe.
My suggestion is for short stuff, try SMS (though it'll still hurt), or if she's got a computer, use Skype, any IM voice chat, etc. PC to PC calls are free on those services. If all she's got is a landline phone, use the phone cards first, then consider Skype or JaJah.
