Its per minute. I believe FIDO was or is the only carrier to have per second billing now.

There are many corporate plans that charge "by the second" but keep in mind that in all cases they charge for the first minute always.
That is, that 30-second call will cost the same as a one-minute call always (assuming it isn't within your free minutes period/limit, when it costs nothing).
Go over the one-minute mark by one second and the non-per-second plan costs you 2 minutes' worth; the per-second billing plan charges you for 1 minute plus 1 second.
The corporate plans are only available to qualified customers, and Rogers does audit accounts. But these plans do exist. Call Rogers to see if you qualify._______________

Alright thanks for the info guys.

One more question, I am gonna activate one of those $100 pre-paid cards that last 365 days... And I looked at their rate plan and it says **All Day Plan $0.25c/min. And in astericks it says to get 25c/minute you have to top up every month with a minimum of $20.. Is this true or do any of you other guys have the $100 pre-paid card and get the $0.25c/min plan without toping up every month (the whole point of the 365 day card is to not top up every month)..

When you have the $100 one year card you don't have to top up every month--until you use it up, if you do.
There might be some sales on these cards again this December. Last year they went for $20 AND a SIM card on eBay. Canadian._______________
