I think something like this might be ideal:

While you'll have to buy pieces, peg perego is a trusted brand. What I like about this stroller is you'll be able to place the kids in a variety of ways... Facing forward, Facing Rear and then facing each other. A friend who has twins has this and she likes it because when taking it to places it fits in places better because it isn't side by side and fits in aisles better

Baby Trend Snap n Go frame and car seats to start. Later you can decide on your "real" stroller(s). We really liked the Bumbleride Indy Twin as our "SUV" outdoors stroller and we replaced the Snap n Go with a Maclaren light umbrella stroller that mostly stays in the car for internal jaunts.
Oh yeah, congratulations!

Baby Jogger City Select
Most versatile stroller we've found. Tons of configurations and built like a tank._______________
That's the end of my rant.

Yes, congrats! My boys turn a year old next week and this is exactly what we did. The snap and go (I call it the snap and swear) is clunky but it is bar none the easiest way to get around with your babies, from car to home, to wherever. You just keep them in the car seats! I used it for walks for the first few months as it was too difficult to get the babies out of the house in the stroller on my own.We have the Bumbleride Indie Twin and I adore it. Twin Mommy friends always envy me because he Bumbleride is so easy to navigate, holds a lot of stuff in the basket, and is easy to get in and out of the car on your own. I have used mine in the winter and now the summer and I don't have a single negative thing to say about it.

+1 on the stroller recommendations and congratulations!
We have the Indie Twin for our walking stroller and for use in parks/terrain where it's not paved. It was our first and primary stroller and then we bought a Mclaren indie twin about 10 months later for airplane travel but we use it now for all of our shopping trips and mall excursions and anything indoors or smooth. Both are great strollers and I recommend both! I think the Indie Twin's latest model can even fit 2 infant car seats but it has to be maxi cosi infant seats. We never had that option 2 years ago so we had to bring the boys in and out of the stroller all the time. Wasn't too big of a deal though because they could lie flat in the stroller.
We actually liked the Bumbleride brand so much we also bought the Flight single stroller because baby #3 arrived.

I would also advise getting snap N go and then upgrading to a full double stroller. We have 12 months apart boys and have the Baby jogger city mini and the thing slides like a dream....I can push the stroller with one hand while having my coffee with little to no effort. I only realised how amazing the stroller is when I borrowed a SINGLE umbrella stroller from my sister for a day....I was so tired from pushing just one of the boys in it. The city mini is not a good stroller until babies are atleast 3 months though.
