I believe this is usually $16.99 and doesn't regularly come with dessert.

Miss me with the drama about East Sides food being bad.

Per the promo email:

"* Taxes extra. Valid at participating locations only. Delivery available at select locations only. Additional delivery fees may apply. Minimum $14.99 order for delivery. ALL-YOU-CAN EAT delivery and pick-up is replaced with a single serving of soup or salad and garlic homeloaf per entrée."

From the picture it looks like OP just posted it with the asterisk. I assume they did that for the +tax likely.

Edit: After I post OP updates :)
Cheers 'n Beers.

Also, if you show your CAA card when before you get the bill, you get an additional 10% off.

does everyone at the table have to order this combo as if it's a full ayce, even though only soup and salad is?

What if - hypothetically speaking - 4 people at a table come to order 2 of these deals, can they take advantage of the all-you-can-eat?

Yes, the two that pay can partake, the two that don't pay cannot.

What if they share the salad or soup. Are the waitresses gonna watch the table?

They literally bring over a single serve soup and/or salad.

Honestly it'd be pretty obvious what kind of scam you were trying to pull, especially when only 2 meals are ordered for a table of 4 and yet everybody is eating.
