Just a CPU is not enough. We need a more complicated whole system being set up. I am thinking about to assemble a desktop at home.

I think this has been the price for a while now on ebay. The only time it gets any cheaper than this is when there's a coupon. The historic low is $375 IIRC.

Still a good price if this the last thing missing in a build. $15 off historic low isn't far off

AMD CPU's price drop from the first released date. Compare the performance, I recommend Intel CPU.

Hard to recommend Intel anything when we don't know if there are more Spectre exploits out there, thus necessitating more patches and further drops in performance.

I'm thinking you mean compare the gaming performance, and if you only use it for games you recommend Intel CPU.

Ryzen CPUs are better at multitasking but Core CPUs are better at single-thread tasks.
Keep in mind that modern games are hardly single-thread tasks, as developers optimize their games so as to take full advantage of the modern CPUs and their high core/thread counts. In most cases, the difference in performance is not all that significant unless a developer had optimized their game to work better with one CPU brand.
