ebay purchase not received
I don't shop a lot on ebay, but have quite a bit of experience with it - all good, over the years.
This month I had my first ever item not arrive. The seller sent me a tracking # showing that the item had indeed been delivered and signed for. The tracking info does NOT show the address where this happened, so it doesn't really seem to prove anything to me. Never mind that someone named "vant" signed for it. Whoever that is.
So now, what do I do? Is there any point in following up? Will paypal accept their tracking number as proof it was delivered? Does it matter that I never received it if it was indeed sent?

what's the feedback rating on that seller?
is he trust worthy?
if not, file a claim on paypal.

if you paid by cc, do a charge back.

It is possible that it seller could have mix up the shipping label if the are selling multiple items. It is also possible that the shipping company messed up.
Did the seller provide you with the ‘Vant’ name?
The shipping company must have the delivery address. Contact them with the confirmation # and check it if you haven’t already done so.
I think Paypal only protects you if the seller has a confirmed address. There is also a possibility of filing a claim with the shipping company. Some companies have automatic coverage of up $100.
Last resort - negative feedback.

Thanks for all the ideas. I got the "vant" name from the tracking system. I think I will start with calling the shipping company to ask the address they delivered to, and if there is more to the name than "Vant".
The seller has a lot of good feedback, I honestly think they did ship it. The question is to where . . .
Do credit card company's do chargebacks with paypal?

Yes they do. And they usually side with the buyer unless proven otherwise (ie. if you're honest, you will win the dispute). This is why it's always important to always pay with credit card on eBay, especially if their feedback is less than perfect. And no, Paypal does not come after you and freeze your account if you file a chargeback against a bad seller (if they did, my account would have been frozen long time ago).
A lot of good feedback means nothing. The feedback rating and number of negatives/neutral is what counts. As another poster said, they probably got the shipping labels mixed up which happens more often than people realize. That is why so many high volume sellers have missing shipments.
Negative feedback is a last resort if the seller isn't willing to refund you in full plus shipping (now only 2 months to exchange feedback instead of 3 months). Be sure to try and work it out with the seller before leaving negative feedback because it cannot be retracted once left (though they are working on new feedback changes next month, where buyer can change the rating afterwards, and neutral feedback do not count against your rating).

It's quite possible that it's been delivered to one of your neighbors by mistake and they decided to keep it. Or it's also quite common to deliver to the right numerical address but on the wrong street by accident. You can file a PayPal claim, you can do a credit card charge back but with the shipping company showing that the item was delivered I'm not sure that you're going to win. There is a very large fraud problem on eBay where people claim they didn't receive the goods (when they did) and they file to get their money back and as a result there's a lot of skepticism - especially when the carrier shows delivery.

Well, like everyone said, check his feedback. Then, just to protect yourself, file an "Item Not Received" dispute through Paypal. Then, ask the seller which address he sent it to, and then call the shipping company to confirm. If you didn't sign for it, and it didn't get sent to your address, then you are fine. After you call the shipping company, talk to the seller, if he's giving you a difficult time, then just escalate your Paypal claim, and they can help you reverse charges. If that still fails, there is always the chargeback option from your credit card company.

How long has it been since the item was shipped? I once waited 2 months for a item. It could have must have gotten stuck at the post office or held up at customs.
