Why are engineering salaries so skewed in Toronto? I have a Master's and Bachelor's degree in chem eng and I am only making 52k in Toronto, while my friend who just finished a bachelor's degree in computer engineering is making 72k at AMD....

Because you're a chem eng working in Toronto.
This is the 2011 Chem Eng entry for the Alberta Wage and Salary Review.

Both AMD/ATI and most Chem Eng employers in Toronto receive hundreds of resumes for each position, from very capable people. If you were a business owner and could pick basically out of hundreds of applicants, would you pay top dollar?

AMD's Markham office (late ATi) is a terrible place to work. Everyone is so uptight there it's disgusting. For the same amount of cash, Qualcomm across the street is a much better work environment - to start, they don't lay off 5-10% every year.

Just wondering, how much are the salaries for Geomatics Engineering ? ( Non Land surveying jobs )
Also, can engineers work as Business Analyst or Business Systems Analyst ?

Because there's no need to CHEMENG's in Toronto... this would be the case in most any major cosmopolitan city.
To get paid, you need to go where they need CHEM ENG's... near a big plant which is usually somewhere undesireable to live (why else could such a plant be built).

Its better than the $0 that the 49 out of 50 applicants my local telecom received for a single entry-level CompEng job will earn.
Engineering degrees often have a negative value in the marketplace because many employers are reluctant to hire people, especially for mundane jobs in finance or administration, who may be vastly 'overqualified'.

Its kinda sad that engineers are n't payed as much other professionals are . Engineering is a pretty hard degree compared to other degrees where students just take 4-5 courses and enjoy life as well. I guess an MBA rather than MASc or MSc would have helped to make a better career.
