I suggest that you get your legs professionally waxed first, then follow up with an epilator such as this one. It doesn't hurt that much, just a quick pull, since there's only the odd hair that peeks through after a wax.

It hurts where there's little fat like the knees and above the ankles. And the epilator causes more ingrowns.

I totally agree w/ the above advice 'bout getting waxed first and using the epilator as a touchup...
