To answer your exact question. It will only be a problem if they ask to see the invoices. If not, then you're home free.
No it's not legal and other people smuggling stuff aren't legally doing it either, but what other people has nothing to do with what goes on between you and the border officer at that exact moment.

I once had a link to a Duty and tax estimator for liquor/wine in excess of allowance.
Cannot find it and have looked all through CBSA site but no luck finding the info.
Anyone have a link they can share?

Going to cross-post a question I posted in another thread.
.. riddle me this... why on earth do you need to fill out a declaration card at the airport when you already do your declaration at the Nexus machine. How come the Nexus machine declaration is not enough. Doing those forms out in pen by hand is such an enormous PITA in this day and age. It's also a huge waste of money and resources duplicating a declaration you make electronically at the machine.
Furthermore, the fact you need to do a declaration in paper AT ALL is such a waste. Why can't I do my declaration online when I check in and have "nothing to declare" stamped on my boarding pass or something to that effect. Think of how many tens of of thousands of those forms are filled out daily in airports with "nothing to declare" - to what end? What happens to them all? The garbage that's what. What a huge waste of money, time, and resources._______________
