VueScan
VueScan is suppose to be one of the best. Unfortunately it is not free. But the trial version provides unlimited use. It just places a watermark on the picture.

Not -technically- free, but seeing as everybody seems to have it... office 2003 (possibly XP?) has a built-in tool for this purpose, complete with OCR (Optical Character Recognition)

Windows XP
Well, if you look at it that way. Even Windows XP has basic support for scanning. Just not OCR.
Try launching Word and go to File, Aquire and you should see the options for scanning.
