Sorry if I'm a bit confused, but is this 9.5gb a month? Or 3gb/month + up to 6.5gb in overuse data?
The way it works is you get 3 GB of your monthly LTE, after that you get whatever data you have left of your bonus binge 15 GB data at LTE speed. After you've used up your bonus binge data, you're starting to use your 6.5 GB data at 3G speed. Your bonus data won't get replenished once you've use 15 GB. After that you'll have 3 GB of LTE and 6.5 GB at 3G speed every month.

My mother's phone is currently on Public mobile with the classic $120 - 12GB plan ... wonder if I should switch to Freedom Mobile? I guess I'll get Canada wide calling rather than provincial?

With auto-pay digital discount, does this mean the plan is $38 a month?
No. Regular price is $48, after the digital discount it's $43.

I've been a customer of the company pretty much from the beginning. Quality of service had improved a lot, especially after acquisition by Shaw. They've started to roll out low spectrum service (700 MHz), Band 13 LTE. This will allow for a wider coverage as well as a better building penetration. To take a full advantage of the speed/service you need a phone that has LTE bands: 4, 7, 13 and 66 as well as AWS-1. And your phone has to have a newer SIM (Profile 6), Freedom Mobile carrier profile enabled (a phone purchased from Freedom for most Android phones, or a Samsung where you can update a carrier profile or any iPhone, compatible with those bands. That would be 8, 8 Plus, X, XS, XS Max and XR). That way you're guaranteed to have their support for Vo Wi-Fi as well as Wi-Fi Calling.

Yes, if your phone supports all of their LTE bands, including Band 13 and your SIM card is profile 6 and you're on the latest carrier update (for the iPhone you need to have iOS 12 minimum).

PM may offer a good alternative to this deal (for those who need better coverage), but I wouldn't hold my breath for any more migration deals. There's a good chance we won't see those ever again.
Why not? It's a great way for them to boost postpaid subscriber numbers, particularly in that dead time around January/Feb.

Can someone tell me if this plan beats my 3gb for $48 with Koodoo? Basically, i live in GTA but I frequent my family cottage often in the summer in Huntsville. That is considered their “away” zone. Does this plan have anything to accommodate that? Or am i going to be dinged for usage when I frequentt the cottage often? At the very least, think i can call koodoo for a price match?

Love my service with Freedom. Big improvement since I joined them 4 years ago. I remember when I wouldn't even have service in the kitchen of my house. Nowadays I have service everywhere I go, no issues. I have the Promo Everywhere 50 plan with Canada + US roaming and its been absolutely perfect for me. VOLTE works great, I don't have dropped calls, texts always go through. I would only get it if you live well within their coverage zone, I'm from Kitchener. I drive to the girlfriend's parents every once in a while in Cornwall where Freedom doesn't service, but my roaming covers me perfectly there.

From Freedom's site:

Koodo won't match this, but they can probably do better than 3GB for $48.

This is my signal level with Public Mobile most of the time in Markham area. Today with a beautiful weather still only 1 bar on my iPhone8.

How does freedom mobile compare to Public Mobile these days? any expert advice from actual CURRENT users? I need to switch to a new low cost plan from my current Rogers EPP sometime in December. Should I go with this Freedom offer or wait until Public comes up with a better deal?
PM is better 10 times out of 10 if comparing LTE to LTE.

But if you're on the 3G PM plan and have a LTE WIND plan, with a capable phone, you'll get much faster LTE speeds in certain locations on WIND.

You'll get consistent better service on PM (TELUS) over WIND (better signal, no issues with calls and consistent speeds throughout -- indoor & out).
