No, it's the original. Spielberg has said that there will be no more digital enhancements, and that people should watch the 1982 version, which leads me to believe that the walkie-talkie thing was the studios doing.

I think he oversaw the 2002 special edition with the new FX and digital edits himself, but later had a change of heart. To his credit, he was also the one who insisted on including both versions of the movie in that package, so I don't think he has anything to apologize for. I actually don't think the special edition is bad, and it does address some legitimate problems (like the "running" ET clearly being pulled on a dolly at the start of the movie). Still, I'm glad he didn't bother to redo it on blu ray, since it gives me a reason to keep my DVD while possibly keeping the price of the new set down.
I heard that at some event earlier this year, Spielberg asked the audience if they would object if the blu ray only contained one version of the movie (i.e. if he excluded the special edition), to which he got a resounding "NO!", lol.
