I wonder what's on the third disc? In the US, they have a combo Blu-ray/DVD pack, so I wonder if that is the third disc.

The two-disc blu-ray edition has the digital copy, so it must be something else.
Amazon.com has a three-disc Blu-ray/DVD combo (for only $16USD!), which is why I think the FS one might be the same:

We have to thank WM for the low price. FS & BB were going to sell for $29.99 and $26.99 according to their flyers and then WM showed them up by advertising the BR for $19.97 which forced the other two to drop their prices.
Now only if amazon.ca were to drop it down lower and force these 3 to drop the price further.

This is likely going to be a bigger seller, so aggressive pricing hoping to move lots of stock is the play here.
Whether or not the movie is good/bad, the fact remains that the legions of HP fans will get a copy of this, especially given that the exclusive sketchbook is a collector's item of sorts.
I remember back in the day when I pre-ordered the Chamber of Secrets DVD at FS (what was it 2002?
), it came with a limited collector's edition of Tom Riddle's Diary. I had no use for it so I put it up on E-bay. It fetched me $60 USD. More than 3 times the cost of the DVD
That was a sweet profit.

Also, don't forget that for pretty much every HP movie (bought them all launch day
) was dirt cheap at Wal-Mart compared to everywhere else. On launch, I don't remember paying more than $19 for the DVD's (back in the day). I also own all of the Blu-rays which I got for $50 and have a set of the steelbooks coming in from Germany
