Not that it matters much for the 30% off voucher (expires in 5 minutes) but I don't think you can combine vouchers:

"Note: Vouchers provided are single-use and tied to your account. They can be redeemed on hundreds of PC Download games. This voucher cannot be used in conjunction with another promotional offer (e.g. voucher, cashback) and will expire 21 days after receipt."

Yeah this blows. I preordered Sim City (waited too long to use the 30% off code, but used the new 25% one anyways) and got the 35% off voucher, but can't use it towards Bioshock.

Grrr... oh well, I guess I'm buying Tomb Raider :-D

Possible explanation:

Depends on how they have set up these deals with publishers. They take a lower margin but somehow off-load that by sheer volume by doing these 25%-30% offs (especially on preorders).

lower price x quantity = some sort of profit.
