if you're 19+ though it is much cheaper to go via the casino bus. People take backpacks/luggage on it all the time now.

Seasonal Go Train service from downtown Toronto to Niagara resumes June 23 and, with the new partnership with Niagara Parks, visitors will be able to purchase travel packages that combine a round-trip GO Train ticket with access to the Wego transportation system.

One round-trip ticket – starting at $25 for an individual and $50 for a family of five - includes GO Train service to and from Niagara as well as a two-day access pass to Wego, the bus system that travels throughout Niagara Parks properties and elsewhere in Niagara Falls and Niagara-on-the Lake.

As far as I know, there is no connecting local bus service at the GO St. Catherines stop so one still needs a car or hired shuttle.

The Toronto-Niagara Seasonal GO Train stops at the Niagara Falls VIA station.

@tk1000 Thanks for the NF update. It may come in handy for a future visit.
I'm still out of luck if I want to visit Outlet Collection at Niagara by public transit from Hamilton. The connections just aren't there.

GO Transit has a bus stop at Niagara College which is close to the this mall.

As I don't have mobile tech, I do not use that app but someone did show it to me. Good tip on the bus stop! I think that bus run also stops in Hamilton at Barton/Nash on the way to Burlington GO as well. So I'd have a way to use HSR to Barton/Nash then head to Niagara College.
