Good transportation system in Quebec City?

I wanna visit in Quebec City without driving. Is there good and safe for non-driving and backpack visitors?

Sorry my mistakes, let me make it clear
I wanna travel WITHIN Quebec City without driving. (Like the way that I can take underground in Montreal because they have great transportation system)

You can take the bus or you can hitch a ride through this carpool service. http://www.allostop.com/

It usually cost 20-40$ depending on the driver. This website pairs people who are driving to locations with people who need to get there...you pretty much share the gas costs...

You could just take Greyhound. The trip is about 2 hour's drive, so that should equal three hours by bus.

Quebec city has public buses. But I don't think it's a very efficient service. The website is in French only and not user-friendly at all. If you stay in downtown or the old city, everything's within walking distance.
