When you say "priorities" do you mean people already in the government who are losing their current job and are looking to be relocated to another position?
1) EVERYTHING is speculation until the budget drops. Unless you hear it from Flaherty, Clement or Harper, it has no weight, but what we do know...
2) Some programs and departments are better protected then others, and when I said protected I mean the Fed Position places a priority or recognition on certain activities...i.e. Border Security, Crime, Regulatory, etc.
3) Jobs will be lost. Lots of jobs. Many will be Policy, Admin. Makes sense. Already some consolidation of services is happening.
4) Those that lose jobs, will be surplused, or work force adjusted, etc. meaning they will get first crack at available positions. If they "Qualify" they will get reasonable job offers. Does this mean somebody with no background, or education will get a highly complex job? No. But if they do have the basic essentials, they will get first dibs.
5) There will be no severance packages.
6) # of people are ready to retire, are terms or casuals. Hopefully this will encompass a large portion of the cuts.
With all this fallout, interesting times. But everything is a circle...it's downsizing time...Wait 10 years and we'll be 400K+ of public servants again.

Ouch, that sounds like Im in a dead pool with no water and hope to be fished up.
You guys had no idea what I have been thru just to get in this pool thingy, the application was closed last May, yes, Last May! Tested in Sept, Interview in Dec, and placed in the pool in Jan!! If they arent gonna have enough money to hire someone, why not just Cancel It instead!!!!

What did you expect from the government. Eventually many of these jobs will need to be cut because they cost the taxpayer way too much money.

This is very common. I call these hiring pools "black holes"... you can be in them for years and years... perhaps only time will tell... maybe even generations?
Only recourse if you were me would be to call them incessantly and ask for updates. There are none; but, you might (big might) be able to get a casual contract at least without the 40% pay cut taken by an agency. It all depends on luck - if they need someone - and in government they are always taking long vacations with pay, or taking extended time off (with pay).. SOMEONE has to actually do the work (and it's not the full time employees).,..

Well they don't want to cancel it because that would mean they have to go through the whole posting process again. Better to keep the list and if they have budget, they can go back to the list and see who's still available.

Well, I applied to 3 different competitions for correctional service canada, for one written exam I wrote, the administrator told me that they are actually hiring a lot for this year because they are expanding. I was just asked for references for one of them and hopefully hear something back soon.

in government jobs they will often give you a written test. They could assess your writing skills by that.

Priority will be given to government workers whose positions are being cut as part of the provisions of the workforce adjustment policies in the collective bargaining agreement. Meaning if a position is disappearing and there is another position within the department at the equivalent level, it will be filled by that person who lost their position.
I would imagine that indeterminate hiring will start up again when the details of the expenditure review are released. However, I would assume that for the short term most of the hiring will be done internally.
