Government Programs for Widows under 60

I have a relative whose between 55-59 who recently lost her spouse.

She will be receiving the 2500 death benefit and has applied for Widow's Pension - but I hear this is very small.

Is she eligible for any other programs? like GIS?

The issue is that she isn't 60 yet.

Anyone have any ideas/experiences?

(her income is in the lowest tax bracket <5K yr)

The funeral home that she used should have all the info on available gov't pensions. That's where both of my sister's fillled out everything when their hubby's both passed away. Both of them were mid 50's when they became widows.
