Guaranteed Capital investment (or close to it )

A family member has about $500k to invest but wants capital protected or insured, is there any product out there right now that is not a GIC ?

They want to try and find around 2% - 3% return annually with a lock in period of no longer than 1 year.

Your best bet is to move money between HISAs from Tangerine, EQ Bank and others. You should be able to get 2-3% per year (EQ Bank is at 2% right now). Keep in mind interest income is taxed like regular income so you're looking at half those returns after taxes.

Your money won't be locked in. You can withdraw at any time and any amount.

One thing to keep in mind that it will be fully taxed unless they're in a tax sheltered account.
