HD flash videos lag

For a couple months I've had a really annoying issue of all HD flash videos lagging. They used to work fine but not anymore so I know it's not my computer specs that can't handle it.

It's worse in IE than it is in Firefox. I have narrowed it down to that it only happens when I run a desktop screen resolution of 1080p (1920x1080.) If I lower the screen resolution to 800x600 the videos play fine. However as mentioned, they used to be fine at 1080p before too.

I've updated video drivers already. Any ideas?

Open task manager > performance tab
Then play your video.

How high is CPU usage?

I checked this already, doesn't go over 35-45% utilization which seems normal.

Did both already. Also uninstalled and reinstalled both completely.

No because it happens even if I let it buffer completely and also it's fixed by lowering my desktop screen resolution which wouldn't have anything to do with my bandwidth.

Hmmm...are you able to download these flash files for later viewing, then trying the same thing locally?
what CPU/video card are you using?

Downloaded it and still have the same issue in a standalone flash player although it's a bit better than in the browser. Converted to some other format (with the same quality) and played in VLC media player it plays fine.

CPU = Intel Core2Duo E4500 @ 2.2Ghz
Video = Onboard Intel G35 (not great I know but it was able to play videos like this fine before)
