I just reformatted a new laptop (Inspiron 9300) and loaded all my apps when the cursor changed to large in Windows XP (and all programs). I checked the usual things like pointer size, dpi, etc and nothing is set to large. I thought it might be a bad cursor file but reinstalling those didn't fix the problem. The screen resolution is 1920x1200. Because the cursor is all pixelated, it looks like a normal cursor that's being displayed at a lower res (similar to what it would look like if I lowered the screen resolution). I don't have any unusual programs that would change things like this.
Any ideas how to fix this? I was wondering if there was a cursor cache that I could delete as windows seems to remember what pointer to use even after the file is gone so I can't get back to a default cursor.

I faintly remember this being a Dell specific app causing this. Perhaps some kind of accessibility proggie?
